Evander Kemp was the only child of Elmore Lincoln Kemp and his first wife Julia Barry. He born in St. Armand East, Missisquois Co., Quebec. At the age of 2, on 13 January 1823, Evander's father (presumably a widower) placed him in the guardianship of Benjamin H. Foss for five years in exchange for the use of farmland.

Evander immigrated to the U.S. as a young man. He married Maria T. Smylie on 1 July 1841 in New York (Manhattan), New York Co., NY. He was a journalist, merchant, and seaman. He was captain of the S.S. Isabel in 1848, when he took his wife and their first two children to live in Rio de Janeiro for a time.

He died at sea, apparently before 1855, and was reportedly buried at Aspenwall (now Colon), Panama.
