He was born on July 5, 1946 in Ballinger, Texas to Frank and Clara (Freible) Cowan. Harry graduated from Ballinger High School in 1965. After graduating, he attended ASU where he received a bachelor's degree in Journalism. He married Rose Marie Norton in San Angelo on November 8, 1969. After graduating from ASU, he worked for Safeway for eighteen years and then Walmart, as a maintenance supervisor, for twenty seven years. Harry's true love was always farming and ranching. He was also an active member of St. Mary Catholic Church.
Harry was preceded in death by his parents.
