Fourth of seven children of Gustav and Augusta Fritz Witt, he was fostered to the Fred Billings family in Sibley, IL when his mother died in 1899. As a teen he hitched a ride with a minister moving to North Dakota where he worked as a drover and went to Moorhead, MN. There he got a job as a cook in a hotel.

He met Mae Novatney who was a maid at the same hotel. They married June 17, 1914 and moved to Fargo, ND where Fred drove a fuel truck. Fred smoked heavily which put a burden on his heart.

They moved to Seattle, WA for the milder climate, but Fred couldn't tolerate the damp, so he trained himself to be a barber, they moved to Woodland, CA and lived there until he died of heart failure.

Mae and Fred had no children.
