Joseph H. Bottum was born in West Bloomfield, New York, September 26, 1853, eldest of 8 children of Henry C. and Helen M. (Burnham) Bottum, of Vermont. The family moved to Fond du Lac County Wisconsin while Joseph was an infant. He graduated from Ripon College in 1877 and moved to SD in 1880 where he practiced law in Sioux Falls, Spink Co. and LaFoon before settling in Faulkton.

He was elected the first register of deeds of Faulk County in 1883. He served three terms as states attorney and in 1899 was chosen to represent his district in the state senate. In 1909 he was appointed judge of the newly formed tenth judicial circuit.

June 2, 1885, Judge Bottum married Sylvia Grace Smith in LaFoon, SD. They raised seven children: Helen M. (Nellie), Fannie C., Dora H., Emily, Julia, Roswell and Joseph. An eighth child Carl H. died as an infant.
