One of ten children born to Abner Ballard and the former Mary Ann Dunham, Justus was raised in Northern California (Colusa County?) until about 1877, when his family moved to Tulare County. By 1888, Justus had branched off from his father's farm, moving south to Kern County where he purchased land near the Stockton & Tulare Railroad line; he herded sheep in the hills east of his property (NE of Famosa), while he and others tried unsuccessfully to finance and build a flume to irrigate their lands with Sierra Nevada waters.

Justus was married back up in Tulare County on Apr. 24, 1889, to Jennie Maud Walker, and they ultimately had 3 children (Florence, 1890-1978; LaVinnie, 1893-1963; and Harold, 1897-1976). By 1900, Justus gave up on irrigating his Kern County land, and moved his family to Plano Village in Tulare County, next to his parents. In about 1903, after his father's death, Justus moved his family northward to Reedley, in Fresno County, where he raised grapes and figs on a ranch just outside of town, with the family living in a two-story, Victorian house at 12th & M Streets, where Justus & Jennie lived the rest of their lives.

Justus died one month shy of his 84th birthday, of congestive heart failure, after a four-day stay at Burnett Sanitarium in Fresno.
