Casper was the son of James Frank and Mary Esther Snoots Spring, and the husband of the former Virginia Carnes, who survived, along with their young daughter Sharon. Casper was also survived by brothers William, S. Lawson and James Spring.
Casper was employed by the B&O Railroad for 27 years and was a member of the Brotherhood of Maintenance of Works. He also was a member St. Luke's Lutheran Church in Point of Rocks. Casper lived with his family in Adamstown.
