Chloe Hooker was born in 1799 in Bertie County, North Carolina, to Benjamin Hooker II and Ann Frizelle. Her family migrated to Wilson County, Tennessee between 1800 and 1810. There in 1819 she met and married Thomas Partlow, who had moved from his birth place in South Carolina to Gladeville, Wilson County, Tennessee about 1818. The couple remained in that area for the rest of their lives.

Thomas and Chloe Partlow had twelve children: William Albert Partlow (1820 – 1841), Benjamin Eddins Partlow
(1821 – 1847), Thomas Allen Partlow (1825 – 1905), James Wesley Partlow (1827 – 1901), Joshua Hooker Partlow (1829 – 1859), Ann Frizelle Partlow (1831 – 1898), Nancy Eddins Partlow (1833 – 1904), Johnathan Newton Partlow (1834 – 1917), Mary Elizabeth Partlow, (1836 – 1906), Robert D. Partlow (1839 – 1850), Rebecca Francis Partlow (1841 – 1872), and Sarah Jane Partlow (1844 – 1923).

Some of the history of the Partlow family may be found in Goodspeed's Biographical and Historical Memoirs of Wilson County, Tennessee. Thomas Partlow apparently died suddenly on September 16, 1849 without a will, and in 1853 his wife and surviving children were forced to sue the appointed administrator to claim his estate. This legal action is a matter of record in the Wilson County, Tennessee.

Thomas Partlow was buried in 1849 in the Partlow family cemetery near his farm, and Chloe was buried with him in 1876.
