Effie was born to Oscar and Minnie (Zellars) Hall. On April 10, 1970, she married Fred Allen in Peoria. He preceded her in death.

Also preceding her were her parents; one sister, Vera Acuff; a brother, Verne Hall; and granddaughter, Lori Fosco.

Surviving are daughter, Dawn (Leonard) Fosco; granddaughter, Lesli (Steven) Burkhead; great-granddaughter, Emily Burkhead; great-grandson, Matthew Burkhead; and several nieces and nephews.

Mrs. Allen retired from banking after a 40-year career with the Central National Bank and Commercial National Bank of Peoria.
