Harvey moved with his parents to Lingo, NM, when he was three weeks old. He grew up and lived in Lingo all his life. He was the oldest of five children; one sister and three brothers. He attended Rogers School in Rogers, New Mexico and graduated in 1946.
On November 6, 1949, he married Ava Lee Gunnels in Longworth, TX. They became the parents of two children, Phyllis and Mark Balko.
He was an active farmer in Roosevelt County, NM, until his death. He bought his first quarter section when he was 16 and farmed at one time 6000 acres.
