Hoskins Cemetery sat on Island Creek Hill in Manchester, KY for at least 130 years. In 2021, the Clay County Board of Education, who owns the property, announced it was planning to relocate the cemetery to build sports facilities.
What followed was a legal feud between citizens and the Board of Education. Every legal maneuver by the citizens' group was defeated in local jurisdiction forums - from County government to the Circuit Courts. Even State level officials turned away from the cemetery.
In July 2022, with an appeal and affidavits submitted for consideration, the Board of Education went ahead and relocated the cemetery with the majority of the deceased placed in Manchester Memorial Garden. That cemetery provides flat bronze markers and every existing tombstone was discarded.
Besides the majority of reburials at Manchester Memorial Gardens (reportedly 65), other reburials were sent to Rice Cemetery, Clay County (5); Reid Cemetery, Clay County (9); Upper Colony Cemetery, Laurel County (3).
The Board of Education notified interested parties that in order to claim the stones, proper documentation of ownership had to be provided. As of late July, 2022, the tombstones were dumped into a pile on school property.
