Native of Wheeling, WV. Graduate of West Liberty University [1969] and graduate school at WVU [2002]. Served as Wheeling City Manager in the 1970's thru middle 1980's followed by 13 years as a Director of Government Affairs and Director of Franchising at TCI Telecommunications, Inc., and 13 years as Senior Project Manager and Deputy Director at the Office of Law Enforcement Technology, a program of the National Institute of Justice [NIJ]. Retired in 2010 but continued to work as a contract senior security specialist for the Department of Energy/Office of Legacy Management [2010 - 2017], and at Oglebay Park where I work at the tennis courts and as a park ranger [2013 - present]. Between college and the start of my professional career I served in the Marine Corps with service in Vietnam. Married for 52 years to Maureen Huff Barte and we have one married son, Brett, who resides with his family in Cincinnati.
