Ruby was born on January 23, 1942 in the daughter of Floyd Lutton Hall and Emmogene Stiles Hall. She grew up in the Lono/Hot Springs area.

Ruby was raised at Hillcrest Children's Home in Hot Springs. She met Sherman Lee Bell at Lakeside High School and they married on January 30, 1960 in Hot Springs. While Sherman was alive, they were avid fishermen and enjoyed fishing. They caught and ate lots of catfish!
