Dr. Barr was for thirty-three years the minister of the Upper Long Cane Presbyterian Church in Abbeville County, South Carolina. He was an April 1801 graduate of the Sydney-Hampden College. He was the son of James Barr of Rowan County and Elizabeth McCorkle Barr. He was husband to Rebecca Reid and the father of seven children.
