Russ was born in Leesburg, Florida on July 26, 1889, the son of Dr. Russell Hardy Dean, Sr. and Mary Gray (Myers) Dean. The family moved to Jacksonville, Florida about 1895. Russ and his sister, Helen, were saved from the Great Fire of 1901 by their Nurse who put them in a boat and rowed them out to the relative safety of the St. Johns River. Russ married Esther Fenwick Haile December 16, 1915. Dr. Dean, Jr. practiced medicine in Jacksonville first in the offices of his father at 305 Cedar Street (renamed Pearl) and later in his own office at Suite 324 of the St. James Building. The May Cohen department store was on the first two floors at the time. (This historically significant building was later renovated and currently houses City Hall.) He was noted to have diverse skills and a story was told that if he could not remember one of his patient's names, he could quickly sketch the person accurately enough for his nurse to identify.
