Argentina Navy Admiral. On April 2, 1982, he was responsible the so-called "Operación Rosario", when, in command of the third battalion of marine infantry, landed in the Malvinas-Falklands and obtained the surrender of the British governor of the islands, Rex Hunt, and began the control of the islands by the Argentine government, which lasted until the military defeat of June 14, 1982. After the war, Büsser became head of the Joint Chiefs, a position he held until the arrival of the democratic government of President Raúl Ricardo Alfonsín. He was serving house arrest on charges of violation of human rights during the military dictatorship, when he died.
