During the Civil War he served in the 149th Pennsylvania Infantry.

He was the son of Webster Morgan and Mary Cooper Morgan.
On September 18, 1873 as William B. Morgan, he married Elizabeth B. France at the District of Columbia.
They were the parents of two children.

William B. Morgan died yesterday afternoon at his residence, 1330 Vermont Avenue. He had an attack of grip about two weeks ago and death finally resulted from heart failure. The deceased was born in Pennsylvania and came to this city about the time of the Civil War. At one time he was Chief Clerk of the Treasury Department and was for many years Disbursing Officer of the Coast and Geodetic Survey. He had been engaged in private business in this city for some years past. He had many friends in this city. He was a member of the Union Soldiers' Alliance. A widow and two daughters survive him, one Mrs. William Flack of Baltimore and the other Miss Bella Morgan of this city.

Morgan. On Tuesday, February 7, 1899, at 4:05 o'clock PM, William Billingsley Morgan, beloved husband of Elizabeth France Morgan. Funeral services at his late residence, 1330 Vermont Avenue Northwest, Friday, February 10 at 12 PM.
Age 57 years, 1 months, 28 days. Buried February 10, 1899.
