Milton R. Rackmil, who helped found Decca Records and later helped steer Universal Pictures to good fortune during a difficult period for movie companies, has died in New York. He was 86. Mr. Rackmil died of a stroke at a nursing home Thursday, his family said. In 1934, when Mr. Rackmil joined with two partners to found Decca, many people thought radio programs were making records obsolete. But Rackmil believed radio would create a demand for records, and concentrated on using big-name musicians rather than the little- known acts some studios used to save money.
