Joan (pronounced as two syllables) graduated from Shortridge High School in Indianapolis and went on to graduate Phi Beta Kappa and Durant Scholar from Wellesley College, Wellesley, Massachusetts, in 1945. The following two years she was employed in Indianapolis by Eli Lilly & Co. in their accounting department.
On June 14, 1947 she and Ray E. Miller were married in Indianapolis. They made their home in Minneapolis, Minnesota, for five years. They and their two young children moved to Fargo, North Dakota, in the late spring of 1952 where their third child was born four years later.
Through the years Joan (Jo) was active in numerous community organizations. She was a lifelong Presbyterian, serving as an elder of the First Presbyterian Church. Jo was also an active Democratic Party member, including running for the North Dakota House of Representatives on the Democratic ticket in 1980. She was a charter member of Chapter AM, P.E.O. and was the longest tenured member of the Woman's Club of Fargo. In 1965 she was elected to the Fargo Board of Education as a write-in candidate and went on to serve six additional terms, 21 years, the longest tenure in the history of the school district. Jo was active in education matters at the state, regional and national levels, serving as president of the North Dakota School Boards Association at the same time that she was President of the Fargo Board.
Joan was predeceased by her husband who died suddenly in 1983. She was survived by one daughter, Lynn (Anthony) Doyle of Castle Rock, Colorado, and two sons, John (Becky) Miller of Port Angeles, Washington, and Mike (Mary Anne) Miller of Denver, Colorado, one brother, John (Connie) Caughran of Charlotte, North Carolina, and two granddaughters, Johanna Miller and Katelyn Doyle.
A memorial service was held on Sunday, February 11, 2007 at Mrs. Doyle's church, Montview Boulevard Presbyterian Church in Denver. A second memorial service was held in Fargo at the First Presbyterian Church.
