Elijah was the son of John Charles Hoover Sr. and Frances "Fanny" Coleman. He married Catharine Service before 1854 in Pennsylvania. She died before 1878 in Illinois. He married 2nd Katherine Debray Omer (1841 PA, died after the death of her daughter in 1901) in Oct of 1878 in Scott County, Iowa.

May 28, 1900 - Carroll Sentinel - Elijah Hoover died at his home in his city last Thursday, May 24, 1900, with inflammation of the bowels, after an illness of about three weeks. He had been confined to his bed about two weeks, but his condition was not considered alarming until a few hours before his death, although he had been quite poorly for some time. He was an old resident of this city, having lived here since 1878, except for a short time about three years ago, when he and his wife emigrated to Arkansas with the intention of making that state their future home. They did not remain long in that state, however, and returned to Carroll where they have since lived.

Mr. Hoover was born near Harrisburg, Indiana county, Pa., February 10, 1822, and was therefore seventy eight years old. In early boyhood he sprained his left ankle, which left him a cripple up to the time of his death. In 1854 he came west and located in Illinois, where he remained till after the death of his first wife.

He then came to Scott county, Iowa, and in October, 1878, he was married to Mrs. Katherine Omer, who still survives him. In the year 1879 he and his companion came to Carroll, where they have since lived. A sister at Cedar Rapids and a brother somewhere in the east are still living. He and his first wife were both members of the German Methodist church, and while not an active member of any church in Carroll was closely in touch with the bible. He could readily talk on any book in the bible and refer to almost any chapter or verse.

Some eighteen months ago he marked the chapter and verse, turning down the corner of the leaf, which were the sixth and seventh verses of the fourth chapter of 2d Timothy, from which he desired his funeral to be preached, and also requested Rev. J.K. Nelson to preach his funeral sermon. Kind hands and medical skill could not prolong the life of Mr. Hoover, and he departed from this life fully prepared to meet his maker.

His wife and those who mourn his loss, have the sympathy of the entire community in their bereavement. The funeral was held from the M.E. church Saturday afternoon at 2 o'clock, Rev. Nelson preaching a very sympathetic sermon from the verses marked, as requested. Rev. L.E. Gallagher assisted in the service, prayer being offered by Rev. Webster of the Baptist church and Rev. C.E. Bentley of the Methodist church. Interment took place in the Carroll cemetery and many friends followed the remains to their last resting place.
