The son of Jacob M. & Sarah (Shaffer) Bair and stepson of George Clay, in 1860 he was a farm laborer living with his family in Buffalo Township, Perry County, Pennsylvania. He stood 5' 4" tall and had black hair and black eyes.
A Civil War veteran, he enlisted in Harrisburg February 19, 1864, and mustered into federal service there February 20 as a private with Co. F, 46th Pennsylvania Infantry. Captured at Marietta, George, on June 22, 1864, he was incarcerated in the stockade at Andersonville, Georgia, where he died reportedly from the effects of dysentery.
