Charles Albert Borders, son of Matthew Christopher Borders (1833-1908) and Deborah Ann King Vermillion (1832-1906), was born in Jasper Township, Carroll County, Iowa, on January 22, 1860.

Charles married Mary Jane Orchard, daughter of Norman Orchard (1841–1920) and Eliza Jane Dillinger (1850–1934), on 18 May 1886 in Greene County, Iowa. He and Mary Jane moved to 'The Dalles', in Wasco County, Oregon, sometime before 1898, and remained there for the remainder of their lives, raising their three children, Norah Belle Borders (1887–1977), Mahlon Irving Borders (1889–1909), and Linden Charles Borders (1896–1970).

In 1918, Charles' wife, Mary Jane died. He never remarried, and continued to live in 'The Dalles' and worked for the city Water Works, as Superintendant. Charles remained in The Dalles for the remainder of his life. In the last year of his life, Charles was living with the family of his daugter, Norah Borders-Paulsen.

Charles and Mary's son Mahlon Irving Borders and their other son, Charles Lyndon Charles Borders and his grandson Kenneth Charles Borders are also buried in I.O.O.F. Cemetery in The Dalles.
