Former Helena Sheriff Is Dead. Helena - Rolla Duncan, 78-year-old former sheriff and commissioner of Lewis and Clark County, U.S. marshall and Billings postmaster, died Tuesday morning at Tillamook, Ore., following an extended illness. Mr. Duncan was born Dec. 25, 1881, in Cowper (sic-Cooper) County, MO. He moved with his parents at the age of seven to Helena. After graduating from Helena schools, he was apprenticed as a candymaker at the National Biscuit Co. After being active in law enforcement circles for many years, he was appointed chief of the Helena Police Department, following the resignation of Robert G. Smith on April 30, 1910. Mr. Duncan was former U.S. marshall for Montana and served two terms as sheriff of Lewis and Clark County and six years as deputy sheriff of this county. He was also engaged in the motion picture theater business in Idaho and was postmaster for a number of years in Billings. He was Republican candidate for nomination for railroad commissioner during the 1930's. His wife, Fortunette, died in 1958 in Great Falls. His survivors include a son, John Duncan of Great Falls, and a daughter, Denise, in California; a nephew Wesley Duncan, Helena, and several sisters. Funeral arrangements are pending at Hagler Mortuary.

Former Marshal's Last Rites Today. Helena (AP) - Funeral services for Rolla E. Duncan, former U.S. marshal for Montana, will be in Helena at 2 p.m. Friday. Duncan, who died at Tillamook, Ore., Tuesday at the age of 78, formerly was sheriff of Lewis and Clark County, chief of the Helena Police Department and Postmaster at Billings. In the 1930s he was a Republican candidate for nomination to the Railroad and Public Service Commission. Survivors include a son, John Duncan of Great Falls, and a daughter, Denise McCune of Long Beach, Calif. Mrs. Duncan died in 1958 in Great Falls.
He is buried in Forestvale Cemetery, Lakeview Lot 172.
