Cabel was born to Amos and Parmelia (Chaffee), VT natives and farmers. He grew up on the Carpenter farm and attended public school and learned farming. When he was 5, he lost his mother and two years later his father moved the family to Jefferson County, NY where Cabel finished school.

In 1855, Clifford moved west and stopped for a few months in Kane County, IL, then Marquette co, WI and stayed there until 1863 where he owned his own farm. He sold that and moved to McLeod county in late 1863. In the Spring of 1864 he homesteaded on section 16 of Collins township (there were just three families in the twon of Collins when he settled in the community).

Cabel enlisted in Co G 1st Minnesota Heavy Artillery during the end of the Civil War and stayed with the unit until he was mustered out. He was a member of the Lytle G.A.R. Post #59 in Brownton, MN

He married Miss Mary J Hammond, a native of Lewis County, NY and born June 6, 1842 and the daughter of Simon and Margaret Hammond. The couple have 4 children:
