Dr. Brooks was born in Claiborne County and was a member of Cokesbury United Methodist Church. He received his doctorate of Veterinary Medicine from Auburn University in 1961 and his Masters of Science in Radiation Biology from the University of Tennessee in 1968. He served for 30 years as an officer in the Veterinary Corps of the US Air Force, retiring at the rank of Colonel. After his retirement from the Air Force he served as the Preventive Medicine Program Specialist, the Chairman of the Animal Care Universities in Oak Ridge and was a lifelong member of the American Veterinary Medical Association. He was preceded in death by brothers: William (Bill) F. Brooks: sister, Pauline Mise.
