Robert, Mayor of Exeter (1520) studied law at Oxford. After Law School, Robert traveled in Germany, resided some time in Cologne and Strasburg Robert attended divinity lectures He returned to England, after a short stay in France. Further travels were prevented by war.

After returning to England, Robert settled in Exeter and served as the first chamberlain of the city (1555). He devoted himself to the studies of history and antiquities. In 1568 Robert was a member of the Irish Parliament, and in 1571 was a member of the English Parliament from Exeter.

Robert was the author of several works, which included "State of Ireland and Order of Keeping a Parliament in that Country" (British Museum) and "Order and Usage of keeping Parliament in England."


Robert was buried in the Exeter Cathedral without a monument. Robert was married to Agnes Doble.
