William Higgins was the son of Ransome Higgins and Mary Barney, of Edwards County, Illinois. He was first married to Charity. His second wife was Phebe Ann Armstrong, dau. of Ephraim Armstrong and Ruth (Gard) Armstrong of Wabash County, Illinois. William was a blacksmith and moved along with Phebe's brother George W. Armstrong to Missouri in abt. 1868 where they lived until the turn of the century. Later William moved with his children who were adults, to Oklahoma where he died in 1906. Phebe was still alive in the 1910 census for Shawnee and living with her son, Charles. William and Phebe were married on Oct 1, 1859 in Illinois. William and Charity had 7 children. He and Phebe had 6 children.
