One of 14 children b to Elisha Payne and Esther Douglass, his father's second wife, Thomas was born in, and grew up in Hamilton, Madison, NY, where his father and uncle were founders of the town, with it called Payne's Settlement for some time. (Elisha Payne fathered 4 children by his first wife, thus Thomas had 17 siblings.) His father had served in the Revolutionary War as a teen, and was a community leader and judge.

Thomas married Susannah Newcomb Smith on 25 Apr 1834 and they had 12 children, 8 sons and 4 daughters. In 1836, Thomas, his wife, and first-born son Eugene went to Chicago to buy a large tract of land in what is now Fremont, Lake Co., Illinois where they settled in 1837. He was a farmer, importing trees and had a nursery business. He and his family are found in Lake Co. censuses from 1840-1880. He also was active in his community like his father, and served as a County Commissioner. He was a Whig, again like his father, and later a Republican. Thomas also was active in the organization of churches in the area.
