Captain Skinner was a member of the law firm of Skinner and Ferguson. He was chief counsel for the Newport News Shipbuilding Association, a member of the Virginia Bar Association and the American Bar Association.
He volunteered for service in World War 1 and returned with the rank of captain. He received three citations for meritorious service.
His is survived by his wife, Mrs. Louise Hammond Skinner, and a daughter; two brothers Thomas C. Skinner of this city and Barley Skinner of Phoenix, Az; two sisters Mrs. Lowden Jessup of Sewickley, Pa; and Mrs. Homer L Ferguson , Newport News Funeral Services will be held at 5PM at the residence with burial in Langley Memorial Park Cemetery.
