Eldest child of William and Mary Goode Carlin (both buried at Carrollton Cemetery). Attended the common schools of Greene Co., IL. After the death of his father in 1850, he was appointed by Judge Woodson, Circuit Clerk, to fill the unexpired term of his father; he was appointed Deputy Sheriff under William Halbrit for 2 years. He was elected to Circuit Clerk until 1876.

Married 1st: Mary Jane Kelley (1834 - 1865) on 3 Apr. 1851 at Greene County, Illinois.
Married 2nd: Jennie Eliza Burney (1850 - 1892) on 2 Dec. 1868 at Delhi, Jersey County, Illinois.
