Jean Baptiste Ernest Biloque, known as John Ernest Billock in America, was born on January 4, 1846 in Chatillon, Luxembourg, Belgium, to Francois Xavier Bilocq and Elisabeth Hubert. He immigrated to America at age 21, arriving in New York on 7 September 1867, and from there went to Ohio.

He married MARY CHRISTINA SCHULER on October 21,1872, in Wyandotte, Ohio. Christina died on April 3, 1889 which was four days after giving birth to their 7th child.

In early 1890 Ernest moved to the west side of Cleveland to work on the Big Four Railroad, part of the New York Central, with his children. After the marriage of his oldest daughter Elizabeth, Ernest moved to Wisconsin.

Ernest ran the Billock Livery Stables and also farmed in Wisconsin. He and Celina had two daughters, Clara Mary (Billock) Johnholz Hoppe and Theresa Mary (Billock) Thompson. Celina had two children from a previous marriage as well.

After the marriage of their two daughters, Ernest and Celina moved to the city of Chippewa Falls, to live near them. Celina died in 1923 after being struck by a train. Earnest, age 78, died the following year on 22 November 1924.
