Okley Earl Frakes was the second of seven children of William Nathan Frakes and Lula N. EASTER Frakes; he was born near DeKalb, in Bloomington Township, Buchanan County, Missouri. In his early life he worked on his father's farm; after marrying, he worked as a postal clerk with his wife who was the postmistress at DeKalb Post Office; the 1930 census enumerates him as assistant postmaster.

Okley married a neighbor girl, Genevieve Hurst, in September 1920 - and they lived with Genevieve's mother, Mollie Hurst, just south of the DeKalb School for most of his married life. His death in November 1961 followed a long period of illness and decline.
