Charles was the son of David Hodge and Miriam Hutchins. He first married Betsey Hayden on 17 Dec 1846 and they had 2 daughters. Following her death, he married Rosina Cutler on 13 May 1852 and they had 2 children. He was a boot maker.

During the Civil War, Charles served as a Corporal in Company G, Massachusetts 29th Infantry. He mustered on November 25, 1861 and received a disability discharge November 24, 1862.
