James was born to Tristram B. Bailey and Mary Augusta Townsend in Andover, Massachusetts. His siblings were Mary Pamelia Bailey (b. 1867) and Eben Elijah Bailey (b.1869). He also had an older half-sister named Emma Frances Bailey. Emma was the daughter of Tristram B. Bailey and Pamelia Frye. Emma's mother died when Emma was only 6 months old, therefore, Mary Townsend was the only mother she knew.

James appears in the 1870 census with his family in Andover, Essex Co., MA. In 1880, James and his father appear in the 1880 census in the Upper Deer Lodge Valley of, what was then, Deer Lodge Co. Montana Territory, north of current day Butte, MT. His sisters and mother were running a laundry at 4 Water Street in Lawrence, MA and his mother thought she was a widow at that time. James's younger brother, Eben, was living with an uncle, Tristram's brother, Rufus.

A newspaper article describing the death of Emma's first husband indicates that James was back in the Lawrence, MA area by 1882. But by 1900 James appears in Lewistown, MT with his wife Mary Frances (Butland) Bailey. He is listed in the 1885 Butte, MT school census with his first two children, Ernest and Ethel. James's occupation was "Plasterer" (also occasionally "mason"). A newspaper article in the Fergus Count Argus (October 14, 1903 pg 6) suggests James was active in the labor movement of the day.

James and Mary's children were Ernest R. (b. 1884, d. 1908), Ethel (b.1885, d. 1973), Augusta Valerie (b.1887, d. 1970), Myrtle L. (b. 1888), Pansy (b. 1889, d. 1968), James Archie (b.1890, d. 1935), Leonard Leroy (b.1893, d. 1961), and Ralph (b. 1897). Mary Frances died 25 April 1901.

After his wife's death, James put his youngest children under the guardianship of his eldest daughter and another relative and left the area. He married Elizabeth (Belless) Kibler Wagstaf Wright 25 June 1904 in Centralia, Lewis Co., WA. The 1910 census shows James living with Elizabeth in Post Falls, Kootenai Co., ID and they have had a son named Melvin Lewis Bailey (b. 12 November 1905 Lewiston, Nez Perce Co., ID). Though their marriage record only gives their initials, Melvin's birth record lists the full name of each parent including Elizabeth's maiden name.

James has not been located in the 1920 census but he appears in the 1930 census married to Julia Etta (Parker) Van Blaricom living in Mount Pleasant, Clackamas Co., OR. Though he was 66 years old he was still listed as a "Plasterer". James and Julia were married May 14, 1925 in Portland, Multnomah Co., Oregon. The photograph attached to this memorial of Julia and James Bailey was discovered among the photographs owned by James's half-sister, Emma Frances (Bailey) Brown, in Lawrence, MA. The photograph was taken by a studio in Portland, OR.

James's death is listed in "Oregon Death Index 1898-2008" and shows a wife named Julia. The death occurred in Portland, OR. Julia died in 1943 and was buried in Multnomah Park Cemetery where her first husband and a son were buried.
