Born in Plaquemine in Iberville Parish, Dr. Jumel was a graduate of Louisiana State University and received his M.D. degree in 1898 from Tulane University. He was appointed food inspector for the Louisiana State Board of Health in October of 1898. A veteran of the Spanish-American War, Dr. Jumel served as first lieutenant and assistant surgeon in the Second Regiment Infantry, Louisiana Volunteers. He was later appointed acting captain of Company C, Ambulance Company, Second Division Hospital, Seventh Army Corps. After the war, Dr. Jumel was associated with the Louisiana State Board of Health and served during the yellow fever epidemic in Boca del Toro, Panama; Port Limon, Costa Rica, and El Paso, Tex. Appointed acting assistant surgeon of the U.S. Public Health Service Hospital and Marine Hospital Service, Dr. Jumel was stationed in Bluefields, Nicaragua; Port Barrios, Guatemala, and La Ceiba, Honduras. In 1899, he was named medical representative of the state of Louisiana to Boca del Toro, Panama, and served in this capacity from 1899 to 1900. From 1900 to 1903, he served as medical representative to Port Limon, Costa Rica. Other positions held by the dector include private physician to the management of the United Fruit Co. in Port Limon, acting assistant surgeon of the U.S. Public Health Service and Marine Hospital Service in La Ceiba, Honduras, and medical attache to the American Consulate in Bluefields, Nicaragua. In 1911 he returned to New Orleans and married the former Miss Dora Gertrude Wright.
