Born either in Perry County (say his service records) or Cumberland County (says his death certificate), he was the son of Thomas & Barbara (Flurie) Haney [sic] and appears to have been the only family member who changed the spelling of the family name. In 1860, he was a laborer living with his family in Miller Township, Perry County, Pennsylvania, and stood 5' 7" tall with light hair and gray eyes.

A Civil War veteran, he first enlisted and mustered into federal service at Harrisburg April 20, 1861, as a private with Co. D, 2nd Pennsylvania Infantry, and honorably discharged with his company July 26, 1861. He then enlisted in Newport, Perry County, September 7, 1861, mustered into federal service at Harrisburg September 19 as a private with Co. H, 47th Pennsylvania Infantry, and honorably discharged at term's end September 11, 1864.

Cause of death is listed as a "cerebral hemorrhage." Ancestry.com wrongly indexes his name in the death certificate section as "Harney."
