Carter was born on May 13, 1912, in Detroit, Mich., the son of the late Dr. Earl Hershey Carter and Margaret Owens Carter. Carter was a retired colonel and had 29 years of service in the U.S. Army. He was the recipient of four Purple Hearts, two Silver Stars, and three Bronze Stars during his service in World War II and Korea. He married his wife, Ella Howard Carter, a native of Clanton, on Nov. 22, 1942.
