Judge Allen had the title of Justice of the Peace, a term used today for someone who performs wedding ceremonies. During Allen's tenure, however, justices presided over many legal proceedings including small claims issues, misdemeanors, petty criminal infractions, and weddings. They were elected or chosen by citizens of the jurisdiction.
Allen's service in the Bear Valley court ended with his death in 1922 at age 71, after which he was buried in Valley Center Cemetery. His wife, Alice Ann Allen, is buried beside him.
Mr. Allen was a Valley Center pioneer.
