Businessman and Union Navy veteran. Smalley attended Norwich University from 1856 to 1858. He enlisted in the Union Navy in August 1861 as a master's mate. He was promoted to acting ensign in December 1862, and acting master in June, 1864. He resigned in February 1865 because of ill health. Smalley served on the frigate "Potomac" in the West Gulf Squadron in 1861, and aboard the sloop "Ticonderoga" in 1862. He commanded the steamer "Clover" in the South Atlantic Squadron in 1863, and was master of the gunboats "Glaucus" and "Tahoma" in the North Atlantic Blockading Squadron in 1864 and 1865. Smalley served as a deputy US customs inspector and deputy US Marshal for Vermont after the war. He was later involved in business ventures including Utah's Bingham Canyon Copper Mine.
