Richard Wall was the son of Mary Clarke Wall and Richard Lester Wall, and lived in Sweet Springs for his entire life. He graduated from Sweet Springs High School in 1928 and attended the University of Missouri in Columbia. He returned to Sweet Springs at the height of the Great Depression and took employment at the Chemical Bank, where he continued to work until the early 1990s, at which time he retired. He served as President of the bank for many years and as Chairman of the Board of Directors, as well. He was an active member of the Sweet Springs United Methodist Church and served as Treasurer of the church for many decades.

On June 14, 1937, he married Lucille Caroline Waite in St. Louis, Missouri. The couple had one daughter, Elizabeth Clarke Wall (Betsy) and two granddaughters, Mary and Jennifer.

He was very active in community affairs, taking a leading role in keeping the International Shoe Factory as a viable employer in the community, and when that factory closed, he was insrumental in bringing Rival Manufacturing to Sweet Springs. He frequently served on the Sweet Springs School Board in the years before consolidation.

He was a member of Missouri Community Betterment, Missouri Bankers Association, Sweet Springs Lions Club, and Sweet Springs Chamber of Commerce. He enjoyed attending University of Missouri football games as well as Kansas City Chiefs games and was an avid goose and duck hunter.
