He is on the list of Virginia Tax Payors for 1782-1787 for Augusta County, Virginia.

Matthew was in Nelson County, Kentucky, by 13 Jul 1790.

He was involved in several land transactions and road surveys between 1792 and 1803 in Washington, KY.

He died prior to 1 Dec 1796. John Slack and Samuel Grundy were involved in his probate.

On 3 Apr 1798 Randolph Slack was appointed guardian of Betsy Penn orphan of Matthew Penn deceased.

On 5 Feb 1799 Samuel Overton and Isaac Lansdale divided a tract of land upon Harden Creek in Washington County which belonged to Matthew Penn deceased equally between his heirs.

Washington County, Kentucky, Deed Book C, page 143, 21 Mar 1805, Quit Claim Deed - Know all men by these presents that we, James Hollingshead and wife, Elizabeth, John Weakley, and wife Sarah, for 5 shillings paid to Matthew Penn, the father of the aforesaid Elizabeth and Sarah, according to agreement between Samuel Grundy and Matthew Penn, have released quit claim to land in Washington, County on Cartwrights Creek containing 460 acres. Witnesses: none. Signatures: James & Elizabeth Hollingshead, Sarah & John Weakley.
