Anne was born in Haverhill, Massachusetts on March 14, 1684, the daughter of William and Anne Sterling. Anne's mother was a Nichols, the widow of John Neale, and the third wife of William Sterling. They only had one child, Anne. She married Samuel Waters, probably in Lyme, Connecticut, around 1702. There is no record of the marriage, and thus no proof that Anne, the wife of Samuel Waters was in fact Anne Sterling. But there is, in the Hoyt Genealogy, a section that is called "The Journal of Aaron Haight" in which journal Aaron claims that his wife is the granddaughter of Samuel Waters and her grandmother was Anne Sterling. There is also the fact that of one of Anne and Samuel's grandchildren was named Sterling Waters, obviously a family name.

Anne and Samuel moved from Lyme to Saybrook, Connecticut before 1706, and their first three children were born there. By late 1708, they bought land in Hebron, Connecticut and were living there before 1710. All the rest of their children were born in Hebron. Samuel died in Hebron in early 1743. There is no record of the death of Anne, but she was alive in July 1749, when she appeared in court in Colchester. There is no reason to believe she moved from Hebron or that she was not buried there after her death, but there is no gravestone extant in this cemetery for her, and no record of her burial there.
