Juan de Jesús Salvador Inocente Lugo y Rubio was born at Santa Bárbara, Alta California, México, and was baptized at the Presidio Chapel December 27, 1821 (BP Baptism 00601). He was the son of soldado Juan María Alejandro Lugo y Martínez (1780-1830) and María Paula Rubio y Domínguez (1784-1837). He married María Lugarda Espinosa y Pico at the Presidio Chapel February 26, 1845 (BP Marriage 00269). Lugarda was the daughter of soldado José Ascensión Espinosa and Nicolasa Pico (BP Baptism 00692). Juan was buried in the Presidio Cemetery on July 6, 1846 ("cementerio de esta yglesia"; BP Death 00703). He was survived by his widow, Lugarda, and their son Juan Francisco.

Fr. José María de Jesús González noted: "viniendo con unas mulas aparejadas del rancho de San Julian, segun se cree fue sorprendido en la Sierra por algunos indios ladrones quienes lo mataron como cinco meses ha, ocultando su cadaver, cuyos restos (con dichos aparejos echos pedasos) fueron encontrados tres dias ha y sus hermanos afirman ser el citado Juan de Jesus Lugo al que he enterrado hoy."
("While driving a herd of mules from Rancho San Julian five months ago it is believed he was surprised in the mountains by some Indian thieves who killed him, hiding his corpse. His remains (along with some personal affects) were found three days ago and were identified by his brothers, who have sworn to me that the remains are those of Juan Jesús Lugo, and which I buried today.")
