William Isaac was the fifth of eleven children born to Lemuel L and Angeline Davidson Carlock. Lemuel, his brother Franklin, and parents Isaac and Sarah Ruckerman Carlock were early pioneers to Dade County, Missouri.
William was the first doctor and dentist to the town of Everton, Missouri, founded in 1881. He studied with Dr. John King in Dadeville, then graduated from St. Louis Medical College (now the School of Medicine at Washington University) in 1873. He established his practice at the Crossroads community, and following a term as Dade County Collector from 1878-80 the family moved to Everton in 1882.

William and his wife Fannie are the parents of two sons J Frank and Henry A Carlock.
