Timothy was born in "old" New Hanover County, that part which is now the Southern portion of Sampson. He was married twice, first to Adeline Ward after her death he married Ala B. Bradshaw. He was the son of James and Esther Newton Bland.

Timothy served the Confederacy during the Civil War in Company B 8th Regiment as a Private in Captain Henry Broadhurst's Division of Senoir Reserves compiled of those men left behind who were too old to fight the war away from home. These type divisions were known as the "Home Guard". Broadhurst's company was comprised of men mainly from Duplin and Sampson County, NC. Timothy enlisted for the war at Kenansville, NC on May 18, 1864 and served til he signed an Amnesty Oath of Allegiance in Raleigh, NC on May 24, 1865.

He was a prominent land owner and large strawberry farmer in the Rose Hill area.

Other than his first wife and parents, Timothy was predeceaced by one daughter and two sons. Survivors included his wife, Ala B. Bland, ten daughters and four sons.
