Jay was the son of Hiram and Perthena Simpkins Angel. He married Artie Kibler on 16 June 1917 in Wood County and they had Thelma Grace, Ruth Lucile, Richard Dale, and James Leonard. Jay had a sixth grade education and was an oil pumper and a farmer. He was short, of medium build, had brown eyes and dark brown hair. Jay died from stomach cancer at the age of 66 years 7 months and 27 days.
