Barbara Jennie Townsend was the daughter of John Fletcher Townsend and the former Miss Jennie Barbara Lomax of Cokesbury, South Carolina.

In 1899, Barbara Jennie married Walter Theodore Devlin, son of Robert Hill Devlin and the former Miss Alice Greene Johnson of Verdery, South Carolina. Walter's family where long standing members of Cedar Springs A.R.P. Church.

Barbara and Walter Devlin had one daughter, Ruby Hill; who was married to Cecil Bruce Barksdale Sr. of Greenwood.

Barbara Townsend Devlin died at the age of 81 on the 9th day of October 1960 in Greenwood, South Carolina. She is buried along side her husband of 52 years, Walter Theodore Devlin.
