He studied law before migrating to Wisconsin, and though never in active practice in Wisconsin, he was known as Judge Rankin, and was a member of the state bar association. He was by profession a farmer. He was one of the pioneers of Fort Atkinson, where he settled on a large farm directly west of the city.

In 1846, he was elected a member of the Constitutional Convention from Fort Atkinson and served in that body on the committee on executive of the state. He was noted among his associates as a sound, practical legislator, and worthy and respected citizen.
