A native of Johnston, where be attended the public school, he also attended Florida Military Academy.
His parents were the late Philmon Berry and Elizabeth Cogburs Waters.
His wife was Edith Wright Chester.
Surviving besides Mrs. Waters are a son, Philmon Berry Waters Jr., a student at Presbyterian College, Clinton; two daughters, Mrs. Glenn Odham, Belton; Miss Marina Waters. Johnston; two grand-sons, and a sister, Mrs. Charles M. Duke, Lancaster.
Funeral services will be conducted at his home at 3 p.m. Monday by the Rev. J. H. G. Danner and the Rev. Toy Reid.
Burial will be in Mount of Olives Cemetery in Johnston.
