There are two DC's for James. The original one GA #00279 shows the same dates as his headstones. Born Haralson Co. GA., father born in Cherokee Ala and mother born in Polk Co GA. Signed by his brother Hiram. The other certificate Ga DC #284 shows him born on May 12th, 1887 and died on Jan. 23rd 1919 and was buried Perryman on the 25th. Shows him, his father and his mother born in Ala. It is not signed. The only thing I can think of for this irregularity is for insurance purposes. Both certificates can be viewed on the Georgia Virtual Vault home page by entering the cert. #'s (as I have written them above) and the year 1919.
