Born in Caroline County, Virginia, to John Baylor (1785-1865) and Maria Roy Baylor (1821-1901). He attended schools in Virginia, then attended the University of Pennsylvania from where he received his medical degree. Baylor returned to open a successful practice in Caroline County and also became a successful planter. He was a member of the Board of Visitors of the Medical College of Virginia in Richmond, Virginia. Baylor lived at "New Market" in Caroline County and at "Diverton" in Albemarle County, Virginia. He married Anne Bowen (1821-1901) 6 January 1846, and they had at least 4 children.
